I am a U.S. Citizen with Chinese ethnicity;  
 

I am the Mother of Mr. Noah Wang Genatossio and Ms. Lotus Blossom Weiss; 
 

I am currently married to Mr. Brian Scott Weiss;  
 

I am the Founder and the Acting President of the Whole Elephant Institute (www.thewholeelephant.info), which was established in 2005;  
 

I am now officially requesting Attorney Ning Ye to initiate legal actions to investigate the role of Mr. Gary Locke, the former Governor of Washington State, the current Secretary of Commerce of the United States of America, and the nominated Chinese Ambassador of the United States of America, in assisting the Chinese Communist Government in “Exterminating” me as one of the key researchers of the health benefits of practicing Falun Dafa, thereby playing his role of Complicity in Genocide towards Falun Dafa practitioners, a crime that has been carried out by the Chinese Communist Government in the past near 12 years;  
 

The Convention for the Prevention and the Punishment of the Crime of Genocide voted into existence by the General Assembly of the United Nations (UN) in 1948 stated in Article 1 that genocide is a crime under international law, and laid down the definition of the Crime of Genocide as in Article 2 as:
 

“any of the following acts committed with intent to destroy, in whole or in part, a national, ethnical, racial or religious group, as such:
 

a. killing members of the group;

b. causing serious bodily or mental harm to members of the group;

c. deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part;

d. imposing measures intended to prevent births within the group;

e. forcibly transferring children of the group to another group.*
 

and then pointed out in Article 3:

The following acts shall be punishable:

a. Genocide;

b. Conspiracy to commit Genocide;

c. Direct and public incitement to commit Genocide;

d. Attempt to commit Genocide;

e. Complicity in Genocide;
 

and then in Article 4:
 

Persons committing genocide or any of the other acts enumerated in Article 3 shall be punished, whether they are constitutionally responsible rulers, public officials or private individuals.  
 

The concerted plan of action ordered by the former Head of the Chinese Communist Party (CCP), Jiang Zemin, aims to completely exterminate Falun Dafa practitioners, use his own words as, “Ruin Their Reputation; Make Them Financially Bankrupt; and to Eliminate Them Physically”; such concerted plan of action to achieve the goal of complete extermination of Falun Dafa practitioners all over the world has been systematically carried out in the past near twelve years, with hundreds of thousands of cases of evidence that confirm the nature of such actions to be GENOCIDE.  
 

The continuation of such a crime inside and outside of China has been made possible by the Complicity in Genocide carried out by large groups of people inside and outside of China, including elected officials such as Mr. Gary Locke;  
 

When Mr. Gary Locke was the Governor of Washington State, I was the Principal Investigator of a key laboratory funded by the National Institute of Health (NIH) and the American Cancer Society (ACS), located in the Benaroya Research Institute (BRI), affiliated with the University of Washington (UW), in Seattle, Washington;
 

Prior to my joining the faculty at BRI and UW, I carried out Post doctorate Research between 1993 and 1995 at the Massachusetts General Hospital/Harvard Medical School; I became an Instructor at Harvard Medical School/Department of Genetics in 1995; an Assistant Professor at Harvard Medical School/Department of Genetics in 1997;
 

My laboratory focused upon research projects of the most cutting edge frontier of modern life science, which currently consumes large amount of American General Public’s tax dollars to study molecular mechanisms underlying the formation of the human body; my team was responsible for many major breakthroughs in the advancement of this field, uncovering the signaling receptors, the regulators, as well as the key players of the Transforming Growth Factor-beta Super-family, therefore unlocking the mysteries for the overall understanding of molecular level mechanisms of all major life-threatening diseases, including, but not limited to: cancer, autoimmune diseases and cardiovascular diseases;
 

I was recognized for outstanding accomplishment as a female scientist and a young mother at Harvard and was one of the first recipient for the Claflin Distinguished Scholar Award at Harvard; In 2003, I was elected to be the American Cancer Society Scholar, for my outstanding contribution to the fight against Cancer; my Laboratory was awarded 1 million dollars from the American Cancer Society in 2002;
 

The findings from my research team therefore directly impact the future of the entire life science field and therefore determine the outcome of the battle between humanity and diseases, and also affects the efficacy of the correct usage of the tax dollars in large scale costly research projects related to all life threatening diseases, such as cancer, autoimmune diseases and cardiovascular diseases, including critical health issues such as aging;
 

The frontier discoveries in the modern life science field gradually reveals the apparent uniqueness of human body, in comparison to that of animals; the role of human stress responses becomes more and more apparent in the development of system diseases, such as cancer, cardiovascular diseases and autoimmune diseases; therefore, how to reduce human stress responses become the key for the prevention of all major life-threatening diseases and aging; In the Spring of 2000, I became a Falun Dafa practitioner and started to experience great health benefits and personally became convinced that I found the greatest Science for the future of human health; I decided to investigate into the impact of practicing Falun Dafa onto the human immune system; such an interest was met with great enthusiasm by the Founder and the Director of the Benaroya Research Institute, Dr. Gerald Nepom, who provided me with all possible support for the designing and planning of the research projects to systematically investigate into the impact of the practice of Falun Dafa onto the human immune system; However, upon the first exposure of the scientific data through a speech to the general public at Harvard University and the publication of my speech onto an International Chinese Newspaper, called Dajiyuan (www.epochtimes.com), 治疗癌症的灵丹妙药在哪里?"
(http://www.dajiyuan.com/gb/2/12/10/c9630.htm) (English version is "A Wake Up Call from the Microcosm" http://www.pureinsight.org/node/195), I became black-listed by the Chinese Communist Government, which started to threat my parents in China, claiming to them, “We know everything your daughter does in America” and ordered them to pressure me to stop practicing Falun Dafa;
 

Upon my refusal, the Chinese Communist Government initiated concerted action of what has been ordered as “Ruin Their Reputation”: the Chinese Consulate in San Francisco worked through the American Family Foundation to ruin the reputation of Falun Dafa practitioners in the mainstream American Society, by labeling Falun Dafa practitioners to be practicing “evil cult” and directly target selected Falun Dafa practitioners’ spouses; under such attack, my former husband Mr. Alan Scott Genatossio forcibly put me through divorce proceedings in order to "protect" my son Noah Wang Genatossio from "evil cult"; Noah became isolated from me since the beginning of 2003, at the age of seven; the emotional torture that I was put through to see my beloved husband was turned into “enemy” to totally deprive my rights as a mother to my most beloved son, almost totally destroyed my emotional health and mental health;
 

In 2003, when I recovered from the pain of losing my family and continued to work on the research project on the health benefits of practicing Falun Dafa, a representative was sent from Mr. Gary Locke’s Office, who mysteriously met with Dr. Gerald Nepom, behind the door, for two hours; immediately, Dr. Gerald Nepom completely changed his attitude towards my interest in continuing the projects on the health benefits of practicing Falun Dafa; he officially informed me that I was not allowed to talk about Falun Dafa in the research center, since “it is too political”; at the end of 2003, when I presented my projects to the Scientific Review Committee during my promotion review, despite the overall enthusiasm of the Committee Members towards my research projects, Dr. Gerald Nepom finally decided to dismiss me from the BRI, informing me that my scientific research projects “no longer conform to the mission of the BRI”; he exhibited much fear of my continued stay at BRI, offering me a whole year of free salary to “find a lab somewhere else”, or to “set up your own research institute to do what you want to do”, as long as I agree to shut down my laboratory immediately; it is apparent to me that he is letting me know that he was being pressured to let me go, and he had no choices;
 

Due to the shut down of my laboratory, I was forced to return funding from the American Cancer Society at the end of 2004; when I announced my determination to build my own Institute to continue the projects in studying the health benefits of practicing Falun Dafa, the Chinese Communist Government ordered my own family members to force me back to China; my parents and my elder brother Dr. Jianxin Bao, teamed up to frame me as "mentally ill” with the help from Dr. Amelia Gallitano-Mendel, a young Instructor of Psychiatry then working as a colleague of Dr. Jianxin Bao at the Washington University; a fake "Psychiatric Diagnosis" was made up by Amelia Gallitano-Mendel, who attributed all of my family loss and career loss to be the consequence of suffering from "severe manic depression"; in my absence, “Guardianship” was given to Jianxin Bao to control me and all of my estate; Jianxin Bao informed me later that the reason he did so was because my father told him to stop me from using my financial resource for “Falun Gong”; Jianxin Bao then went to Dr. Gerald Nepom and informed him that I “found a nice position in China” and asked him to ship all of my research equipments to China;
 

In April 2005, when I was in New York, I found myself suddenly lost everything and became homeless; the persecutor, Jiang Zemin ordered, "Ruin their name; make them financially bankrupt and eliminate them physically"; I was one step away from being "Eliminated": my brother was trying all means to force me to return to China, where the Chinese Communist Government was ready to put me into mental hospital, to be “Eliminated”;
 

I met my current Husband, Mr. Brian Scott Weiss, when I was homeless; he took me home and immediately claimed me to be his wife, to prevent me from being forced into China to be killed; I became pregnant in July 2005 and gave birth to my daughter, Ms. Lotus Blossom Weiss, on March 22, 2006; however, the other scientist, Dr. Lili Feng, who collaborated with me on the projects of studying the health benefits of practicing Falun Dafa, died mysteriously in 2006; her death immediately was used by the CCP, as an “evidence” to attack Falun Dafa, inciting hate towards Falun Dafa by claiming that she died due to not believing in taking medication.
 

Since 2005, I have been dedicating my time to expose the concerted plan of action, by the Chinese Communist Government, of committing Genocide towards Falun Dafa practitioners, internationally. I have been repeatedly encountering the phenomenon of “Complicity in Genocide”, here in America, similar to what has been carried out by Mr. Gary Locke, who, through sending a representative to secretly meet Dr. Gerald Nepom, destroyed my research career, and successfully helped the Chinese Communist Government in its concerted plan of action to systematically exterminate Falun Dafa practitioners through “Ruin Their Reputation, Make Them Financially Bankrupt, and Eliminate Them Physically”. I was put through many devastating situation, but the gained physical, mental and spiritual strength from practicing Falun Dafa have allowed me to walk through all the adversities.  
 

Mr. Gary Locke, through his “Complicity in Genocide”, by helping the Chinese Communist Government to “Eliminate” my research team from the Life Science Field, successfully helped the Chinese Communist Government to continue to carry out Genocide of Falun Dafa practitioners all over the world and to prevent the general American public in receiving the most frontier life science discoveries: if my laboratory was not shut down, the amazing health benefits of practicing Falun Dafa, validated by the most frontier life science field researchers, would have been guiding the general American public to see through the lies spread by the Chinese Communist Government towards Falun Dafa, and therefore would have effectively prevented the continuation of the genocide towards Falun Dafa, and meanwhile, would have saved so many lives of American people due to stress-induced complex diseases, such as cancer, diabetes and cardiovascular diseases.  
 

It is otherwise hard for the American general public to understand what does it mean for an elected official to be having "close tie" with the Chinese Communist Government, if my case is not subjected to an analysis, to find out, what type of loss America and American general public have suffered, due to two hours of "work" of Mr. Gary Locke, in helping the Chinese Communist Government to shut down my laboratory; then it is also hard to imagine, what type of loss America and American Public has suffered, from the work Mr. Gary Locke has been doing, in his many tens of thousands of hours of work in the past ten years, under the title of “Governor” and “Secretary of Commerce”, in assisting the Chinese Communist Government through his “close tie”; then it would be horrifying to imagine, what type of loss America and American public will suffer, together with the Chinese general public, if Mr. Gary Locke use his “close tie” with the Chinese Government to act as an Ambassador of America to China.

For the above reason, I here am representing all of those who are victims of Mr. Gary Locke’s Complicity in Genocide, demand a thorough investigation of the crime carried out by Mr. Gary Locke, and demand that such a crime be stopped immediately and Mr. Gary Locke, upon confirmed to have carried out such a crime, to be subjected to legal punishment, for the benefit of himself and the world people.

4。 实施旨在防止集团内生育的措施;

5。 强迫将该团体的儿童从该团体转移到另一团体。*

在我拒绝放弃修炼法轮大法后，中共邪党政府开始了严密系统的对我的“名誉上搞臭”的行动：旧金山中领馆通过美国家庭基金会破坏法轮大法弟子在美国主流社会的声誉，将法轮大法弟子戴上练“邪教”的帽子，直接目标选定法轮大法学员的配偶，对他(她)们进行仇恨宣传；在这样的攻击下，我以前的丈夫艾伦。斯科特。届那投斯欧，强行逼我离婚以“保护”我的儿子诺亚不信“邪教”；诺亚自2003年开始就被与我隔离，当时他才7岁；那种精神折磨，见到我心爱的丈夫一下成了我的“敌人”来完全剥夺我对最心爱的儿子的做母亲的权力，几乎完全摧毁了我的心理健康;

骆家辉先生因为成为“种族灭绝同犯”，帮助中共邪党政府将我从生命科学领域的科研队伍中“消灭”，成功地帮助了中共邪党政府在世界各地继续进行对法轮大法修炼人群的种族灭绝罪，并阻碍了美国大众了解最前沿的生命科学发现：如果我的实验室没有被关闭，由最前沿的生命科学研究领域的研究人员证实而得到的关于修炼法轮大法的惊人的健康益处将会指导美国公众识破中共邪党政府关于法轮大法的谎言，因此而有效地制止对法轮大法修炼人群的种族灭绝的延续，同时还可以让许多美国人不会因为由于压力引起的复合性疾病，如癌症，糖尿病和心血管疾病而失去生命。
 

如果不经过对我的案例的分析调查来认清骆家辉先生用他的两个小时的“工作”来帮助中共邪党政府关闭我的实验室从而带来对美国和美国的公众什么样的损失，那么就很难让美国广大公众了解一个民选官员和中共政府“密切配合”的真实“意义”；那么将会让人很难想象，在骆家辉先生过去十年的数以万计的在“州长”和“商务部长”称号下协助中共邪党政府通过他的“亲密关系”做的 “工作”，会给美国和美国公众带来多少损失和苦难：那么这将是令人恐怖的想象，如果骆家辉先生成了美国驻中国大使，与中国邪党政府“密切配合”，将会给美国与中国大众带来多少损失和苦难。
 

基于上述原因，我在此代表那些因骆家辉先生成为种族灭绝罪的共犯而受害者，要求对骆家辉先生的犯罪行为进行彻底的调查，并要求立即停止这种罪行；一经证实骆家辉先生进行了这样的犯罪，骆家辉先生应受到法律的惩罚，这样会有益于其本人和世界人民。
